Changes to Aeronautical Charges - General Aviation
January 10
In 2005 QAC entered into consultation with GA users to review landing charges that were last set in 1989. Although not legally required to consult, QAC carried out the same procedure as followed for ‘substantial customers’ in order to provide transparency and proper process.
After a series of meetings the fees were determined in Nov 2005 and implemented the following month. Some stepping concessions were granted with the final step in 2007 deferred until 2008.
As part of the consultation, it was suggested by operators and agreed by QAC that to avoid large hikes in charges at longer intervals, that there be more regular CPI adjustments. The first of these was to be in July 2009 with the % adjustment being the movement in the CPI between 31 March 2007 and 31 March 2009. The resulting charges were to be rounded to the nearest 25c.
Further CPI adjustments were scheduled at 2 yearly intervals from July 2009. i.e. 2011, 2013 etc.
The CPI at 31 March 2007 was 1010
The CPI at 31 March 2009 was 1075
The % shift in CPI (CPI New- CPI Old)/CPI Old = 6.44%
Given the unstable nature of the economy during 2009, QAC elected to postpone the implementation of the June 2009 CPI adjustment to fees. QAC now wishes to advise that from 1 April 2010 the CPI adjusted rates will apply.
The adjusted charges are set out in Schedule 3 of the Aeronautical Conditions of Use.
