A commercial operator licence is required to access and transport passengers to and from the airport terminal. This applies to any passenger vehicle with fewer than 26 seats, e.g., hotels, independent taxis, off-site rental car transfers, activity operators, and courtesy vehicles.

To obtain approval, operators must:

  1. Ensure the average age of all vehicles is less than 12 years from the date of manufacture.
  2. Provide the following documents (PDF or JPEG only):

Passenger Service Licence(s)

  • Small Passenger Service Licence (SPSL) for vehicles with 12 seats or fewer
  • Large Passenger Service Licence (LPSL) for vehicles with more than 12 seats
Your company's active Health & Safety Policy.  
Commitment to Customer Service Policy (compliments & complaints process).  
Valid Public/General Liability Insurance with coverage of at least $5 million per event.
