Independent Commercial Transport Operators
For vehicles with under 26 seats e.g. Hotels, independent taxi's, off-site rental car transfers and activity operators.
The Ground Transport Team will be out of the office from Friday 22nd December 2023.
Any applications or amendments submitted after 15th December 2023 will not be processed until 15th January 2024.
Please allow up to 7 business days for new applications to be processed following 15th January 2024.

A commercial operator licence is required to access and transport passengers to and from the airport terminal.
Operators are required to have the following:
- An active health and safety policy
- Commitment to customer service policy (compliments/complaints process)
- Passenger service licence
- Public Liability insurance cover of at least $5 million
- Vehicles hold current COF and registration
- Average age of all vehicles must be less than 10 years in age from the date of manufacture

Step one
Collate the following supporting documents. File formats supported are .JPEG or .PDF
Commitment to safety and service:
- Your active health and safety policy
- Your complaints process
Current passenger service license:
- Small Passenger Service Licence for vehicles of 12 seats or less
- Large Passenger Service Licence for vehicles of greater than 12 seats (if applicable)
Valid insurance certificate of currency
- Public Liability insurance of at least $5 million
Vehicle requirements
- Current COF
- Current registration
Step two
Ensure you have access to your current vehicle register.
Step three
Complete the electronic commercial transport agreement and submit it to the Commercial team via Docusign.
All required fields need to be completed including:
Vehicle details added to the agreement. The number of seats is as follows:
- Car 1-6
- Van 7-12
- Midi Coach 13-24
Each page initialled
Upload the supporting documents as attachments and check you have met all requirements.

Step four
Once your application has been approved, you will be directed to create an online account to manage your transactions. Once this has been completed, the Ground Transport team will advise on the next steps regarding the collection of the access card. We are experiencing higher volumes of inquiries at this time. Please allow 14 days for your application to be processed.
